  1.  The land belt towards the landward side from the High Tide Line of the Sea and the River and Creeks influenced by tidal effects upto 500mtrs width is called as Coastal Regulation Zone.  But later on the Central Government while approving the Karnataka Coastal Zone Management Plan in its letter No J-1701/141/95-IA-III, dated 27-9-1996 has stated as follows: "The CRZ for creeks and back waters shall be 100 mtrs where the width of the creek river or back waters is less than 350 mtrs and will be 150 mtrs where width of the river creek or back water is 350 mtrs or more"
  2. The CRZ zone areas further classified as CRZ I, CRZ II, CRZ III and CRZ IV depending on the ecological importance of the place. 
    1. CRZ I – Highly ecological fragile areas.  In this area no new structures are allowed.
    2. CRZ II – Areas coming in the municipality limits only.  Structures can be allowed towards the landward side of the existing authorized structures (constructed prior to 19-2-1991. Repairs to the authorized old structures is allowed)
    3. CRZ III – All other areas excluding the CRZ I and II areas come under the CRZ III.  No New Structures except school, Hospitals, Bus shelters, Roads required for the local people is allowed upto the 200 mtrs lines from the High Tide Line.  New dwelling units can come up beyond the 200 mtrs line from the HTL.  Tourist resorts also can come up beyond the 200 mtrs line with the prior approval of the Ministry of Forest and Environment, Government of India.  The repairs to old authorized structure is permitted in the CRZ III.
    4.  CRZ IV – Islands in the seas, like lakshdweep and Nikobar islands.  This category is not applicable to Karnataka.

Important activities prohibited in CRZ area:-

  1. Establishing new industries, fish processing units and effluent treatment plant.
  2. Discharging of effluents and dumping of city wastes.
  3. Reclamation water bodies.
  4. Taping of ground water except for irrigational purpose by manually.
  5. Mining of minerals except rare minerals not found out side the CRZ.
  6. Changing the landscape, sand dunes etc.

Following activities are regulated:-
They required environmental clearance from the MoFE, Government of India.

  1. Operational activities formation jetties, slipways in the harbours and ports.
  2. Construction regarding atomic energy and defense projects, thermal power plants.
  3. Establishing hotels and tourist resort between 200 mtrs and 500 mtrs landscape in CRZ III areas.

Jurisdiction :-

            The Jurisdiction of this office spreads to 4 Districts namely

  1. Uttar Kannada
  2. Dharwad
  3. Havery
  4. Gadag

Various Authorities and Committees supervising the CRZ law:-
 

  1. There is an authority namely National Coastal Zone Authority appointed by the Ministry of Environment & Forest under G.O. No S.O 17 E dated 8-1-2001 for the management of the CRZ areas of the country.
  2. Karnataka State Coastal Zone Management Authority:-  This authority is appointed by the Central Government vide its order No S.O. 18E dated 4-1-2002.  This is having 8 members on the board presided over by principle Secretary, FEE Dept .  This authority would meet frequently to discuss and decide the maters pertaining to CRZ of the state.
  3. District Level Coastal Zone Management Committee:-  This committee is appointed by the Karnataka Government vide G.O. No FEE 16 CRZ 2002, Bangalore dated 14-3-2002.  This committee is having the following structure.
    1. Deputy Commissioner                                             -             Chairman
    2. Chief Executive  Officer Jilla panchayat    -        Member
    3. "Myrada" an NGO    -        Member
    4. Regional Director (Environment), CRZ    -         Member Secretary

This committee discusses cases of violation of CRZ provisions. After   investigation the Regional Director (Environment , CRZ shall place it before District Coastal Zone Management Committee and the recommendations of the said committee shall be submitted to the   Karnataka Coastal Zone Management Authority/ State Government for further action.

            “The villages of Karwar, Ankola, Kumta, Honnavar and Bhatkal Taluk which are passing near the bank of the Sea and River CRZ clearance is applicable for any type of land conversion, construction and etc.”
